This report describes the post-implementation evaluation plan for the Yosemite Area Traveler Information (YATI) system. The objectives of this system, which is to be fully operational by December 1995, are to reduce traffic congestion, improve air quality, enhance mobility, and preserve/promote tourism in and around Yosemite National Park by providing visitors with a variety of services. This report is a supplement to the Evaluation Plan submitted to the Merced County Association of Govemments (MCAG) and approved by the YATI Management Board in August 1994.

The YATI system will offer users access to current road and traffic conditions, lodging/camping availability, and public transit and tourist activity information through changeable message signs, highway advisory radio, information kiosks, travel advisory telephone system and access to a World Wide Web page. Each of these services will be evaluated based on the criteria of the quality, demand, and cost of the service.

A variety of data collection activities are being used to evaluate each service and their collective impact on existing Park conditions. Surveys of system users will reveal the perceived accuracy, usefulness, and accessibility of information. Separate surveys are planned for HAR/CMS; kiosk, TATS and Web page users and are enclosed as Appendixes. Field measurements will reveal the demand for services and the impact on the Park and region.
