Understanding Congressional earmarking, provisions that direct funds to be spent on specific projects, is provided by showing how the transportation pork barrel operated during its peak, and by discussing the three key steps of Congressional earmarking. Explaining this process addresses questions, such as why particular transportation projects get prioritized and earmarked, and leads to effective planning investments in transportation projects.
