This white paper explores the current knowledge and knowledge gaps about linkages between upstream land use policy and downstream land use impacts. Understanding these connections is critical for gauging how well SB 375 and policies like it might perform. Focusing specifically on the land use and transportation relationship, the paper synthesizes the research relevant to SB 375’s potential for shaping local land use to reduce VMT (and hence, GHG emissions). It reviews major works addressing the upstream relationships linking policy to observable VMT impacts. The paper speaks to an informed general audience, including planners and decision makers in land use and transportation policy and planning, at state, regional and local levels.
