The national pavement network is a key component of the transportation infrastructure that the modern US economy depends on for mobility and movement of goods. The vehicles that use the network are responsible for nearly a quarter of the US's greenhouse gas (GHG) emissions [1]. In the state of California, on-road vehicle use contributes to an even larger share, comprising about 35% of the state’s GHG emissions [2].
